Step-by-Step Process

    Prerequisite: Complete TTT — Register for a 5-day Train-The-Trainer programme from an HRD Corp-approved provider. Cost: RM2,684. This must be completed BEFORE applying as a Training Provider.

    Ensure SSM business nature is correct — Company business description must explicitly include "Training or Consultancy Services". MSIC codes 85590 and 85320 must be registered.

    Prepare documents (softcopy):
    • -SSM registration forms (complete copy)
    • -Document showing business nature includes "training or consultancy services"
    • -Integrity Pact form (signed by director with company stamp)
    • -Master Services Agreement (MSA) — provided by HRD Corp after initial submission
    • -Mark each document copy with diagonal line and write "HRD Corp Use Only"
    • -Files must not exceed 5MB each

    Submit online — Register at etris.hrdcorp.gov.my. Fill online form, upload all documents.

    Respond to inquiries — HRD Corp will email requests for any missing information. Respond promptly.

    Pre-approval & verification visit — HRD Corp may visit your premises to verify.

    Payment — Print e-slip and pay RM1,000 at Public Bank.

MSA (Master Services Agreement) Process

  • Download from email link sent by HRD Corp
  • Print and manually sign the HRD-executed copy
  • Get LHDN digital stamp (select "Sekuriti" > "Perjanjian Perkhidmatan" > value: 0)
  • Print Sijil Setem (official receipt)
  • Scan all into one file and upload via the email link

Common Pitfalls

  • SSM business nature missing "Training or Consultancy Services" — #1 blocker. Must be in the business description field, not just the MSIC codes. Instruct your cosec to include this wording at incorporation.
  • Not completing TTT before applying — The provider registration requires a TTT certificate. You cannot skip this step.
  • Slow inquiry response — HRD Corp emails you questions. Slow responses = slow approval. Monitor email daily during the review period.
  • MSA stamping confusion — The LHDN digital stamp process is unfamiliar to most people. Follow the steps exactly.
  • Renewal timing — Start renewal 3 months before expiry. If you miss the 6-month window after expiry, the application auto-cancels.
